Dr. Carter was born in Columbus, Ohio. He attended Graceland College in Lamoni, Iowa where he obtained his Bachelor of Arts in Math, Chemistry, and Physics. He taught high school physics and chemistry while coaching football and golf in northwest Iowa for two years prior to attending medical school at the University of Iowa College of Medicine.

Following medical school, Dr. Carter completed his rotating surgical internship at Butterworth Hospital in Grand Rapids, Michigan. He completed his orthopaedic surgery residency at the University of Iowa in Iowa City (with three months at The Gunderson Clinic in LaCrosse, Wisconsin). He practiced orthopaedic surgery in the Navy for two years at Whidbey Island Naval Hospital in Oak Harbor, Washington. Dr. Carter was certified by the American Board of Orthopaedic Surgery in September 1975.

Dr. Carter joined Columbia Orthopaedic Group in 1976 and specializes in arthroscopy and upper extremity surgery with a primary focus on the shoulder. He has treated thousands of patients from across the country. His approach to patient care begins with an accurate diagnosis and educating the patient about his or her injury or disease process. He believes that patients who truly understand their problems and treatment options are better able to choose a treatment that suits them. This results in patients who are better able to participate in their own rehabilitation and return to their active lifestyles.

Individuals working directly with Dr. Carter are Bill Bockoven, Cindy Myers and Teri Adkisson.

Dr. Carter and his wife, Judy, have three children and five grandchildren. In his free time he enjoys photography, biking, walking, golf, traveling, reading and gardening.
